About XLB files
The .xlb file is primarily a Microsoft Excel Toolbar Settings file. It is used by older versions of Excel to store customized toolbar layouts, menu configurations, and macro button placements. A small fraction of .xlb files are also used as OpenOffice.org Module Information files. The main disadvantage of the .xlb format is that it is a proprietary, binary settings file. It does not contain actual spreadsheet data, text, or financial numbers. Users often mistakenly believe it is a standard spreadsheet document and attempt to open it or send it to others. Furthermore, modern versions of Excel use the Ribbon interface and save custom UI settings in XML format, making older .xlb files largely obsolete and difficult to migrate. Because this is a closed, proprietary configuration format, standard online converters fail to process it. You cannot convert an .xlb file into a PDF, JPG, or XLSX file because there is no visual or tabular data to extract. Often, only the original software can properly read or load the data by placing the file in the correct hidden AppData directory.
