About CAT files
The .CAT file extension is notoriously fragmented, primarily known as a Windows Security Catalog file. In the Windows ecosystem, these files store digital signatures (cryptographic thumbprints) for software updates, drivers, and system components to guarantee they have not been tampered with. Beyond Windows, the "Catalog" abbreviation means this extension is heavily reused. It acts as a game resource archive for developers like XSEED Games, an XML-based wargame roster for BattleScribe, a component library in AutoCAD Plant 3D, and even a plain-text Spanish cadastral property file.
The main disadvantage of the .CAT format is this extreme ambiguity. Because dozens of different programs use it for entirely different, proprietary data structures, the OS rarely knows what to do with it outside of its native environment. A Windows security catalog is a binary file unreadable to users, a game archive requires bespoke unpackers, and an Apple Secure Enclave .cat file is a locked-down PLIST. You cannot easily share or edit them across platforms, and they are frequently rejected by email clients as potential security risks.
Conversion depends entirely on the file's true internal structure. For BattleScribe catalogs, convert to XML or TXT for editing. For BrillKids educational files, the internal structure is compressed, so changing to ZIP allows extraction.
