About CAT files

The .cat file extension is highly fragmented. In 41% of cases, it is a Windows Security Catalog used by Microsoft Windows to verify digital signatures for software, system files, and drivers using Microsoft Authenticode. However, .cat is also widely used as an XML catalog for BattleScribe, a component library for AutoCAD Plant 3D, an archive for XSEED games, or property data from the Spanish Directorate for Cadastre.

This fragmentation is the primary disadvantage of the format. The operating system cannot reliably tell what software should open it. A Windows security catalog is a proprietary binary file (certificate2 format) that appears as gibberish in a text editor. Conversely, opening a BattleScribe or NASA Planetary Data System .cat file in a Windows certificate viewer will immediately trigger parsing errors. Finding the right software is a guessing game.
