These files are officially processed and validated using the SEFIP desktop application provided by Caixa Econômica Federal. After generation, businesses typically submit these files through the government's Conectividade Social web portal.
You usually need to convert this file because the native format is highly restrictive and user-hostile. It is designed solely for government database ingestion, making it extremely difficult for HR teams to audit or review the data. The official software requires outdated legacy environments and only runs natively on Windows. Furthermore, you cannot open a .RE file directly in standard spreadsheet tools like Microsoft Excel without the text displaying as an unreadable block.
For practical business use, the best conversion targets are CSV or TXT to extract the raw payroll data into columns for internal auditing, or PDF for secure, long-term document archiving. Be aware that extracting this data into a spreadsheet strips away the strict fixed-width structural formatting required by the government system, so the converted file cannot be uploaded back to the portal.
