About PDC files
The .PDC file is a strictly encrypted, DRM-protected document created by Locklizard Safeguard PDF Security. Organizations use this format to distribute sensitive intellectual property while strictly controlling who can view, print, or share the data. You must use the official Safeguard Viewer to open these files, alongside a valid license installed on your specific hardware. The core disadvantage of the .PDC format is its extreme restriction. It is a proprietary, closed format that acts as a secure container. These files cannot be opened in web browsers or standard PDF readers like Adobe Acrobat. Users often want to convert .PDC to standard PDF to read them on unauthorized devices or edit the contents, but the DRM encryption actively prevents this. Standard online converters fail to process .PDC files because they lack the decryption keys tied to the authorized user's hardware. Since .PDC is heavily encrypted, standard conversion to PDF or JPG is usually blocked by design to prevent data leaks.
