The .APF file extension is a highly fragmented format used by several completely unrelated applications. Its most common use is as a Gameloft game asset archive for Android titles, or as an application component package (based on standard ZIP) for NICE Actimize software. Other frequent uses include Aperture Image Format files, archiMed medical report forms (which use underlying XML), and educational audio tracks published by Oxford University Press (which are disguised MP3 files).
Because the .APF extension acts as a generic bucket for so many different developers, it is incredibly difficult to manage. You cannot simply double-click an .APF file and expect your computer to know what to do. If it is a Gameloft asset, it requires specific game engine extractors. If it is an educational audio file, it will only play in authorized software unless renamed. These files are typically proprietary and strictly tied to their parent software, making them frustrating to share or reuse.
Conversion targets completely depend on the internal data. If the file is a NICE Actimize package or Gameloft archive, you should extract it to standard ZIP to access the internal contents. If it is an Oxford audio track, converting to MP3 or WAV is the best path. Medical forms should be parsed into XML or PDF. Standard online converters usually fail because they do not know which version of .APF you uploaded.
