To convert other file formats to the "Animation or Encrypted File" file type, you need software like libpag or a similar tool.
The .PAG file format is highly fragmented, serving several completely different purposes. Most commonly, it is a Portable Animation Asset created using the libpag library by Tencent. These files contain vector-based and raster-based animations exported directly from Adobe After Effects using a specific plugin. They are highly optimized for rendering on mobile and web platforms.
Unfortunately, a significant portion of .PAG files are the result of malicious activity. The STOP/Djvu ransomware renames encrypted user files with the .PAG extension, locking the data entirely. Other legitimate but obscure uses include saved page layouts for E*TRADE Pro, HMI/SCADA screen pages from Progea Movicon, and architectural drawings from SoftPlan.
Converting a .PAG file is highly dependent on its origin. If you have an animation asset, it is a proprietary binary format meant for playback, not editing. Standard converters cannot process it. You usually need the original Adobe After Effects project file to make changes. If your file is a saved E*TRADE layout, it is just a standard ZIP archive containing settings. Renaming the extension to ZIP might allow you to extract the data, but it is practically useless outside the trading platform.
If your file was created by ransomware, no standard conversion tool can help. A converter simply changes formatting; it does not break military-grade encryption. You must use dedicated decryption software.
