A .ITC2 file is a proprietary data container used by Apple iTunes to cache downloaded album artwork and metadata for the Cover Flow interface. These files are typically found deep within the iTunes library structure (e.g., Album Artwork/Cache) and serve to speed up the display of media libraries. The primary challenge with .ITC2 files is that they are not standard image files; you cannot simply double-click to view them in Microsoft Photos or Apple Preview despite containing visual data.
