Extract text from power system data files (EPC)

An .epc file most commonly functions as a Power System Data file used by Siemens PSS/E software to store power flow changes and electrical grid models. Alternatively, it is widely used in the oil and gas industry as a Geoscience Data Exchange Package based on the Energistics RESQML standard, typically accessed via Schlumberger Petrel. In the business sector, it is used to store Event-driven Process Chain diagrams created with ARIS Express.
Users often need to convert .EPC files to share specialized data with colleagues who do not have access to expensive, proprietary industry software. The primary disadvantage of the .EPC format is its extreme fragmentation. Because the extension is shared by electrical engineers, geoscientists, business analysts, and even game developers, it lacks universal support. For example, a RESQML .EPC file is essentially a ZIP container holding XML metadata, while an ARIS Express .EPC file is a pure XML document. Trying to open a PSS/E power grid model in an XML editor will simply return an error.
If your file is an ARIS diagram, the best conversion targets are visual formats like PDF, SVG, or PNG. If it is a RESQML geoscience package, you will want to extract the underlying XML or H5 data layers.
This file format is exceptionally difficult to open or convert because standard tools cannot guess which industry created the file. Often, only the original software can properly read or export the data.
