The .action file extension represents a unique technical dichotomy. In the vast majority of cases (over 85%), an .action file is not a distinct format but a misnamed download resulting from the Apache Struts web framework. When web servers are misconfigured, they may save generated documents - such as PDF bank statements, XLS reports, or HTML pages - using the internal URL suffix (.action) rather than the correct MIME type extension. This leaves users with a file that their operating system cannot associate with an application like Adobe Acrobat or Microsoft Excel. The effective "solution" here is often identification and renaming, or converting the underlying data stream if the header is obscured.

Conversely, on macOS systems, an .action file refers to a specific Automator Action. These are functional bundles (packaged as directories) used to build custom automation workflows. While useful for scripting, these files are proprietary to Apple's ecosystem and cannot be opened on Windows or Linux. For archiving or sharing these scripts, converting them to a zipped package or documenting their logic in PDF format is recommended.
