A .action file is typically a server response generated dynamically by the Apache Struts Java web framework. When a user requests a file - like a bank statement or an invoice - the server processes the request and sends the data back. However, due to server configuration limits, the system often fails to append the correct file extension and defaults to saving the file as .action.
The main disadvantage of a .action file is that operating systems do not know how to open it natively. Most of the time, the underlying file is actually a standard PDF (about 70% of the time), a ZIP archive, or an HTML document. This causes major frustration for users who download a document and find they cannot open it without manually guessing the correct format.
A smaller percentage (under 1%) of .action files are automation scripts created by Apple Automator. These are proprietary, closed-format files restricted entirely to the macOS ecosystem. They contain Apple-specific system instructions that cannot be executed on Windows or Linux.
