A .264 file is a raw video bitstream encoded with the H.264/MPEG-4 AVC standard. It is almost exclusively generated by security cameras, Digital Video Recorders (DVRs), and Network Video Recorders (NVRs). Major security system manufacturers like Hikvision and Dahua extract video feeds directly to this format to save processing power on the camera hardware.

While you can attempt to open a .264 file with VLC Media Player, the format presents major challenges. A raw .264 file is not a complete video file. It lacks a media container (like MP4 or MKV). Because there is no container, the file contains zero metadata. This means there is no indexing, no audio synchronization track, and no defined frame rate. When you try to play it, the media player often guesses the playback speed, resulting in security footage playing far too fast or too slow. Web browsers, native operating system players, and professional video editing software will flatly reject the file.

To make this footage usable, it must be converted or "remuxed" into a proper container.
