Extract text from SOE files

To convert other file formats to the "GIS Server Extension" file type, you need software like ArcGIS Server or a similar tool.
The .SOE file extension primarily represents a Server Object Extension, a specialized plugin format used by Esri ArcGIS Server. These files allow developers to extend the base functionality of map and image services with custom REST or SOAP operations.
For most users, the main challenge is that an .SOE file is a compiled "black box." You cannot double-click to run it on a standard PC; it requires an enterprise-grade ArcGIS environment to deploy. However, the file itself is simply a compressed container. The most practical "conversion" - often needed for debugging, auditing legacy code, or verifying versions - is to treat it as a ZIP archive. By renaming the extension or opening it with 7-Zip, you can extract the internal DLL (for .NET) or JAR (for Java) files and the Config.xml manifest.
