An .SOE file is primarily an ArcGIS Server Object Extension (often called a Service Oriented Executable). It is utilized by ArcGIS Server to deploy custom business logic and extend the base functionality of map and image services. A much rarer secondary use is as a legacy save game file for the classic LucasArts title Star Wars: Shadows of the Empire. These extensions are typically built using the ArcGIS Enterprise SDK or ArcObjects. The fundamental disadvantage of the .SOE format is its proprietary, closed-box nature; it is designed strictly for deployment, meaning users cannot natively open or inspect the code within their browser or standard text editors. This causes major frustration during debugging, especially since deploying requires full administrator access to an ArcGIS Server environment.
The most practical conversion target for an .SOE file is ZIP, because the file is literally a renamed ZIP archive. Converting or extracting it yields standard DLL (for .NET), JAR (for Java), and XML configuration files. This file format is notoriously difficult to open or convert with standard online tools because they do not recognize the custom extension. Often, only the original Esri software can properly read, execute, or export the data.
