A .RAT file serves multiple entirely different purposes depending on the software that created it. Most commonly, it functions as a game audio definition file utilized by the Relic Audio Tool to map sound events for video games. It can also act as a relational dataset for Stata (Wikipedia) statistical software and the RAT-STATS package. Occasionally, it is simply a standard RAR archive (Wikipedia) that has been renamed or split into parts. Historically, the W3C used this extension for PICS Rating Files to filter internet content.
The primary disadvantage of the .RAT format is its extreme specificity. If it is an audio definition, the file is virtually useless outside the game engine because it contains no actual audio data - only textual pointers and parameters. If it is a statistical dataset, you are forced to use highly specialized, expensive software like Stata to read the proprietary formatting. Standard online converters fail to process these files because they are closed, niche, and undocumented.
If the file is actually a renamed archive, the best conversion target is ZIP or simply extracting the raw contents. If it is a data file, extracting the internal text to TXT or CSV is the most practical workaround. Because this file format is difficult to open, often only the original software can properly read or export the data.
