About OBR files
The .obr file extension primarily represents an OSGi Bundle Repository file. These act as installation packages for plugins used in Atlassian enterprise software, managed via the Atlassian Universal Plugin Manager. Alternatively, .OBR files are heavily utilized as secure Enterprise Content Management (ECM) records created by Objective Corporation systems, frequently deployed in government and military environments (such as the Australian Defence Force). A smaller percentage of these files are created as interactive whiteboard documents by OpenBoard or as GZIP-compressed bug reports for Oculus VR hardware.
These proprietary formats pose severe challenges for regular users. Atlassian plugin packages are essentially renamed ZIP archives containing JAR files and XML metadata; standard document converters will fail to process them. Objective ECM files are even more restrictive, as they are locked within strict, often encrypted enterprise document management systems. This makes them completely inaccessible without an active connection to the source database or the specific OBR Viewer software. OpenBoard files similarly require the original desktop software to render vector strokes and media.
If you possess an Atlassian .obr file, the most practical solution is to rename the extension to zip and extract the contents to access the underlying XML or Java files. For Objective documents, users must typically open them natively and export them to standard formats like PDF or DOCX.
Standard online converters fail to process .obr files because the format relies entirely on its specific source system. If it is an Atlassian package or an Oculus bug report, our analysis engine detects the underlying ZIP/GZIP structure. While direct "document" conversion is impossible for these data packages, we can inspect the file, extract readable text, and confirm exactly which type of .obr file you have.
Convert.Guru analyzes your OBR file, detects the exact format, and lets you read the text inside.

The OBR Converter Story
The history of Convert.Guru began over 25 years ago in California with Tom Simondi’s file-format database. A former contributor to Space Shuttle development and a software pioneer of the 1980s, Simondi established a trusted resource for file type analysis that was even referenced by Microsoft Windows XP. Today, we use modern technology to process and convert thousands of file formats while continually improving our OBR converter.
