The .OXT file is an extension package used primarily to add features, dictionaries, and templates to open-source office suites like Apache OpenOffice and LibreOffice. Less commonly, it acts as a UTF-8 text localization file used for modifying Grand Theft Auto with the OpenIV tool.
The major disadvantage of the .OXT format is its strict dependency on the host application. Because it is an application-specific plugin, your operating system will not recognize the file unless an open-source office suite is installed. Furthermore, because it masks its true structure behind a proprietary extension name, users are often confused about how to view or extract its contents.
Technically, an .OXT file is simply a standard ZIP archive containing a structured set of files, including XML manifests, Java JAR binaries, or DIC dictionary files. Consequently, the best "conversion" target is extracting it to a ZIP archive or reading the raw XML and TXT files inside.
