About NEO files
The .NEO extension is an ambiguous identifier shared by three distinct legacy ecosystems, creating significant confusion for modern users. Historically, it most famously denotes a NeoChrome Bitmap, a raster graphics format standard on the Atari ST platform in the 1980s. These files store 320x200 pixel art with a limited 16-color palette. Because modern image editors like Adobe Photoshop or standard OS viewers do not natively support Atari formats, these files appear as unrecognizable binary data.
Alternatively, a .NEO file may be a NeoBook Publication Project created by NeoSoft. These are multimedia authoring files used to compile electronic books or interactive apps. They are proprietary "source" files, meaning they cannot be opened without the original authoring environment (now VisualNEO). Less commonly, the extension is used for NeoRAGEx emulator save states or by BK Technologies radios for programming data.
A frequent modern anomaly is "false" .NEO files; approximately 23% of files with this extension are simply renamed PNG or JPG images generated by obscure bulletin board software or misconfigured downloaders.
Conversion Recommendations:
For Atari/Retro Art: Convert to PNG or GIF to preserve the sharp pixel edges and exact color palette without compression artifacts.
For Inspection: If the file fails to open in retro tools, it is likely a renamed standard image. Uploading it to a converter can strip the false extension and reveal the underlying JPEG or PNG header.
For Archiving: Convert legacy NeoBook projects to PDF (if text-heavy) or compile them to executables if you possess the software.

The NEO Converter Story
The history of Convert.Guru began over 25 years ago in California with Tom Simondi’s file-format database. A former contributor to Space Shuttle development and a software pioneer of the 1980s, Simondi established a trusted resource for file type analysis that was even referenced by Microsoft Windows XP. Today, we use modern technology to process and convert thousands of file formats while continually improving our NEO converter.
