Extract text from Electrochemical data files (HW)

The .hw file extension represents two distinct, proprietary formats often encountered in scientific research and home automation, creating significant compatibility friction for users without the original software.
First, it serves as an Electrochemical Experiment Data file generated by H&W elektrochemie equipment. These files contain raw voltage, current, and time-series data from voltammetry or impedance experiments. The primary challenge is that this is a specialized, often binary format that cannot be opened in standard analysis tools like Microsoft Excel or OriginLab. Second, .hw files are Lighting Control Projects used by Lutron for their HomeWorks and HomeWorks QS systems. These files store the complete configuration for a home's lighting, shades, and keypads.
