.FI files are primarily database files used by the 1C:Enterprise suite to store Russian address system data. A smaller percentage of these files are simply renamed Portable Document Format (PDF) documents originally created by software like Adobe Acrobat.

The 1C-specific .FI format presents major disadvantages for general users. It is a highly proprietary, closed format strictly tied to the 1C software ecosystem. You cannot natively view the data without access to an active 1C installation. Furthermore, the database files often exceed standard spreadsheet row limits and require complex, software-specific import routines to utilize the data.
If you need to analyze the 1C address data in external software, your best target formats are CSV or XML. If the file is a PDF disguised with a .FI extension, you can reliably convert it to DOCX, JPG, or PNG.
This file format is notoriously difficult to open or convert externally. Standard online converters fail because they lack the proprietary parsing logic required for 1C binary data.
