Extract text from Pony Town and CAD files (PTC)

A .PTC file is typically a character data file exported from the Pony Town browser game, or a particle effect definition used by 3D game engines like CryEngine and ZDoom. However, this file extension is notoriously fragmented. It is also actively used for Keyence barcode reader configurations, PTC Creo CAD models, Pantone color palettes, and Panopto recorded lecture videos.
Because the .PTC extension is shared by dozens of unrelated applications, it creates massive compatibility roadblocks. An operating system cannot natively distinguish between a 2D pony avatar and an industrial fire alarm firmware update. These files are typically proprietary, undocumented, and locked to the exact software that created them. Attempting to open a CAD model in a text editor will crash the program, while standard media players will fail to read Panopto video containers without an active subscription and proprietary player.
Conversion depends entirely on the file's origin. Pony Town .ptc files can sometimes be read as plain text or converted to JSON to extract character hex codes. Pantone .ptc files are actually formatted as PLIST files and convert easily to XML. Video files from Panopto must be exported to standard MP4 directly within the original software to avoid losing the synchronized presentation data.
This file format is difficult to open or convert blindly. Emphasize that often only the original software can properly read or export the data. We inspect the file signature to show text or internal content. If our analysis detects a supported underlying or embedded format, viewing or conversion may still be possible.
