The EU format acts as a closed, proprietary container for sharing legal texts, while the Mitchell variant stores structured auto collision estimation data. Working with .LEG files is often frustrating because they are highly specialized. Without access to expensive enterprise estimation tools or internal EU institution software, these files appear broken and cannot be opened by standard web browsers or office suites.
