About BILL files
The .bill file extension is primarily associated with WinQS, a quantity surveying and estimating software developed by ACE Solutions. These files function as comprehensive project containers, storing Bills of Quantities (BOQ), cost estimates, and tender analysis data used in the construction and engineering sectors.
While indispensable for surveyors, .bill files present significant compatibility challenges for clients or stakeholders who do not have a licensed copy of WinQS installed. Technically, many of these files utilize the Microsoft Jet Database Engine (JetDB) architecture, effectively making them renamed MDB databases locked into a specific schema. Because of this proprietary structure, you cannot simply double-click to open them in standard text editors or web browsers. Users commonly struggle with issues when trying to share these files with architects or clients who only need to view the costs, not edit them.
To bridge this gap, the most practical workflow is converting the .bill file to PDF for secure, uneditable archiving and printing, or to XLSX (Excel) and CSV if the data needs to be manipulated in spreadsheet software like Microsoft Excel.
