A .STYLES file is a configuration document used by the Valve Steam client to define the visual appearance - such as fonts, colors, and component layout - of the user interface. These files are the backbone of custom Steam skins (like the popular Metro for Steam or Air), utilizing Valve's proprietary VGUI (Valve Graphical User Interface) system rather than standard web technologies.
