A .PACK file is a generic container extension primarily used as a Game Data Archive for the Total War series by Creative Assembly, though it also appears as a repository storage format in Git and a legacy compression format in Java.

Attempting to open a Total War pack file with standard extraction software results in errors, as the format is a proprietary binary container designed for high-speed loading by the game engine, not for human readability. Similarly, Git pack files are heavily optimized binary blobs that require the git command line to inspect, and Java Pack200 files are often totally inaccessible on modern systems since the format was deprecated in Java 14.
To use the data inside, you must convert or extract the specific contents. For game modding, the best workflow is converting internal textures to DDS or PNG and data tables to XML or TSV for editing. For legacy Java files, the only viable path is converting the .PACK back to a standard JAR archive.
