About ISS files
The .ISS file extension is most frequently associated with Inno Setup, a free script-driven installation system for Windows programs. These files are essentially plain text blueprints (ASCII or UTF-8) that define how an application should be installed, specifying file locations, registry keys, and shortcut creation. A secondary but significant use is as a "Silent Response File" for InstallShield, used to automate software deployment by recording user inputs during a setup process.
The main source of friction for users is distinguishing between the two formats and realizing that an .ISS file is not the executable installer itself. You cannot simply double-click an .ISS file to install software; it is the source code, not the application. For Inno Setup scripts, the file must be compiled using the Inno Setup Compiler to generate a deployable EXE. For InstallShield, the file is meant to be passed as a command-line argument to a setup executable to perform a silent install. Because both formats are text-based, the most pragmatic conversion workflow for viewing or archiving is converting them to TXT. For developers needing to build the final product, the only path is compiling to EXE.
