About ICN files
The .ICN file format is a highly fragmented container primarily used to store icon graphics and system metadata. Depending on the source, an .ICN file might be a browser icon for the Sony PlayStation 2, application metadata for the Nintendo 3DS, an icon library for Stardock IconDeveloper, or even a compressed notes backup for Samsung S Note.
Working with .ICN files is notoriously frustrating because the extension does not guarantee a specific underlying data structure. An .ICN from a PlayStation will not open in the same software as a Samsung note or a Nintendo 3DS homebrew application. Most operating systems natively reject them. You cannot embed them into modern web pages, and traditional image editors like Adobe Photoshop will throw parsing errors because they cannot read the proprietary console metadata attached to the image.
To make these graphics usable outside their native environment, conversion is mandatory.
