To convert other file formats to the "Surveying Library & Hardware Plugin" file type, you need software like Covadis or a similar tool.
The .FAL file format primarily serves two completely different technical purposes: it is either a Field Attribute Library for Geomedia Covadis (an AutoCAD topography extension) or a compiled application plugin for the Flipper Zero hacking multi-tool.
As a Covadis surveying file, it is highly proprietary, trapping your topographical feature codes inside a closed ecosystem that requires an expensive software license just to read. As a Flipper Zero plugin, it acts as a compiled ELF executable meant strictly for ARM architecture microcontrollers. These cannot be executed on a standard PC or converted into typical mobile or desktop apps.
Standard online converters routinely fail to process .FAL files because they lack the specific environmental contexts required. Covadis .FAL files typically need to be exported from within the original software to universal formats like CSV, TXT, or DXF to be usable in other GIS or CAD programs. Flipper Zero files cannot be "converted" in a traditional sense, though developers might extract the underlying ELF binary data.
