About COA files

.COA files are primarily used for strict data compliance and government reporting. The most common use case is as a Change of Address data file for the USPS NCOALink service, allowing bulk mailers to update customer databases with standardized addresses. A secondary use case is the Cédula de Operación Anual (COA), an annual environmental compliance report submitted to Mexico's SEMARNAT.

The main disadvantage of the .COA format is its highly rigid, proprietary nature. These files are built for machine-to-machine communication, not for end-users. They contain strictly regulated, often obfuscated or encrypted data designed exclusively for certified mailing servers or specific government web portals. You cannot natively open them in web browsers. Attempting to view them in basic text editors usually reveals broken formatting or unreadable binary strings. Furthermore, processing USPS NCOALink data requires expensive, certified software licenses, shutting out casual users and making the format incredibly difficult to handle.

Users typically want to convert .COA to standard tabular formats like CSV, XLSX, or XML. This is necessary to import the updated address lists or compliance data into standard CRM platforms like Salesforce or database management tools.
