A .wixout file is an intermediate XML build artifact generated by the WiX Toolset (Windows Installer XML), an open-source development toolchain used to build Windows installation packages. It is strictly a proprietary developer file that requires the original build environment to process. Furthermore, because it stores the entire installation database as uncompressed text, these files can become massive and unwieldy.
End-users who receive this file actually need a compiled MSI (Microsoft Installer) file. Converting a .wixout to an MSI requires running it back through the WiX Toolset.
