About WIXOUT files
A .wixout file is an intermediate XML build artifact generated by the WiX Toolset (Windows Installer XML), an open-source development toolchain used to build Windows installation packages. The main disadvantage of a .wixout file is that it is completely useless to an end-user trying to install software. It cannot be executed by the Windows operating system.
