Used primarily by Australian government agencies, this file acts as a distinct "digital envelope" that wraps a standard document (such as a PDF, DOCX, or TIF) along with crucial metadata and digital signatures to ensure long-term authenticity.

For most users, the challenge with .VEO files is that they are essentially locked containers. You cannot double-click to open them in Microsoft Word or Adobe Acrobat because the actual content is encoded (often in Base64) within the XML structure.
