The .TINI file format is a Chrome OS Crostini Backup file. Google designed this format specifically for Chromebook users to back up and restore their Linux (Beta) containers. The internal structure is essentially a compressed archive containing the entire filesystem of the Linux virtual machine.
This format is highly proprietary in its intended use. It is strictly tied to the Chrome OS ecosystem, making it essentially useless on a standard Windows or macOS machine out of the box.
