.T2S files are specialized data archives used specifically for the Emergency Planning and Community Right-to-Know Act (EPCRA) Tier II chemical inventory reporting. They are generated by the US Environmental Protection Agency (EPA) using their proprietary Tier2 Submit software. Facilities use these files to report the storage of hazardous materials to state and local emergency planning committees.
The main disadvantage of the .T2S format is its highly proprietary and restrictive nature. You cannot simply open a .T2S file with standard office tools like Microsoft Word or a web browser. If you receive a .T2S file without having the official government software installed, the data is completely locked away. This causes significant friction for safety inspectors, environmental consultants, or external stakeholders who just need to view the chemical inventory.
Internally, however, a .T2S file is actually structured as a standard ZIP archive. Because of this, the best conversion target is a ZIP file. Extracting the archive will reveal the underlying raw data, often in XML or plain text format. Keep in mind that reading raw XML data can be complex. To get a clean, human-readable format, the original software is usually required to export the report as a PDF or a CSV spreadsheet.
This file format is difficult to open or convert because standard online converters do not recognize the obscure EPA database schema inside the archive.
