About LOCPACK files

A .locpack file is a proprietary localization archive used exclusively by the Snowdrop Engine, a game engine developed by Ubisoft. These files store compiled multi-language text, UI strings, subtitles, and audio references for large-scale video games like Tom Clancy's The Division, Avatar: Frontiers of Pandora, and Star Wars Outlaws.

There is no official consumer software available to open or edit .locpack files. They are generated internally by Ubisoft's development toolkit. The primary disadvantage of the .locpack format is its completely closed and undocumented binary structure. Modders and translators face significant challenges because the files are unreadable in standard text editors. Modifying a file without updating its internal byte-offset tables will instantly corrupt the game data.

Users typically want to extract the contents of a .locpack file into standard formats like XML, JSON, or TXT to read or translate the in-game text. Unfortunately, standard online converters fail to process .locpack files because the binary structure is strictly proprietary and frequently updated between game releases.
