For educational service providers and school districts, an .ISR file is an Invoice Status Report generated by the Universal Service Administrative Company (USAC). These files contain vital financial data regarding E-Rate funding, specifically tracking the status of FCC Forms 472 and 474.
The Problem: While these files act as official notifications, they are often formatted as raw, pipe-delimited text files without a native association to spreadsheet software. Users frequently try to double-click them only to be met with an "Unknown File Type" error or a jumbled text stream in Notepad.
The Solution: To make this data usable for accounting and reconciliation, users should convert or import .ISR files into Microsoft Excel or Google Sheets. This allows the raw data to be filtered, sorted, and saved as standard XLSX or CSV formats.

The Problem: Because the format is highly optimized and proprietary, .ISR video files cannot be played in standard media players like VLC Media Player or Windows Media Player.
