The .HCE extension primarily identifies a Construction Estimate project file created by Du toan G8, a dominant software standard in the Vietnamese construction industry. These files store complex project budgets, including unit costs, labor coefficients, and material lists encoded in a proprietary structure (often utilizing UTF-8 text).

The Conversion Challenge:
Because the format is strictly proprietary to Hoang Ha Software, .HCE files cannot be opened directly in standard spreadsheet tools like Microsoft Excel or Google Sheets. Users often receive these files from contractors but lack the specific (and often expensive) USB hardware key required to run the G8 software.

Best Workflows:

For Editing: The only reliable conversion method is to open the file within Du toan G8 (using the free trial or 'Amateur' version if the file size permits) and use the built-in "Export to Excel" function. This generates a standard XLS or XLSX file preserving formulas and formatting.
