A .CPE file serves three distinct, unrelated purposes, creating significant confusion for users trying to open one. The most common use is a Motorola Codeplug, a proprietary configuration file used by Motorola Solutions Customer Programming Software (CPS) to program two-way radios. These files act as a binary or XML-based blueprint for radio frequencies, channels, and system IDs. The catch here is strict versioning; a .cpe file created with an older CPS version often cannot be opened by newer software, and viewing the data without the specific licensed software is impossible. Users frequently need to convert these to CSV or XML to audit channel lists without the heavy proprietary interface.
Secondly, .CPE files function as Fax Cover Pages created by the legacy Microsoft Fax Cover Page Editor. These layout templates contain variables for sender and recipient info but are locked into the Windows ecosystem. Modern workflows on Mac, Linux, or mobile devices cannot render them natively. To make these usable today, conversion to standard PDF or editable DOCX is essential for archiving or migrating to modern document systems.
Finally, in specific Latin American regions (like Peru), a .CPE file may simply be an Electronic Payment Receipt (Comprobante de Pago Electrónico). In this context, the file is often just a standard PDF disguised with a different extension.
