The .COV extension creates a significant bottleneck for users because it serves two mutually exclusive purposes: legacy document storage and technical data logging.
Most commonly, a .COV file is a Fax Cover Page generated by the archaic Microsoft Windows Fax and Scan utility. These files are proprietary and notoriously difficult to open without the specific fxscover.exe tool buried in Windows system folders. They do not render in standard word processors like Microsoft Word or modern image viewers, locking your document layout inside a deprecated format. For these files, the only practical solution is converting them to PDF for archiving or DOCX if you need to edit the text without a fax modem.
Alternatively, in software development and agriculture, .COV files store raw "coverage" data. Tools like BullseyeCoverage or PHPUnit generate these to track code execution, while Ag Leader hardware uses them to map field data. These are often binary or unformatted text streams that are useless to human readers. You cannot simply "convert" these to a PDF to read them; they must be processed by their parent software to export readable reports in HTML, XML, or CSV formats.
