A .bfa file is most often a data file encrypted by the Locky ransomware family, rendering your documents and photos inaccessible without a decryption key. In this scenario, the file is a victim of malware, and the original contents (like DOCX or JPG) have been scrambled. However, a significant number of .bfa files are legitimate compressed backups created by the Bizkaia Provincial Council (Bizkaiko Foru Aldundia) for Spanish tax declarations. These legitimate files are essentially renamed ZIP archives containing PDFs and XML data. Finally, a small fraction are legacy encrypted files created by Blowfish Advanced CS.
For Bizkaia Tax files, the practical workaround is simple: rename the extension from .bfa to .zip and open it with 7-Zip or WinRAR. You can then extract the internal PDF receipts or XML records. If your file is a result of Ransomware, "conversion" is technically impossible without the private key held by the attackers. You should not pay the ransom. Instead, check for Shadow Volume Copies using ShadowExplorer or restore from an external backup.
