A .XOML file is a Windows Workflow Foundation file. It uses Extensible Object Markup Language to define the logic, rules, and steps of an application workflow declaratively.

The main disadvantage of the .XOML format is its strict dependency on older .NET Framework environments. It is a highly specific developer format. If you do not have Visual Studio installed, the file is unreadable in standard office applications. Furthermore, Microsoft has largely moved away from older workflow technologies, making these files legacy dependencies that are difficult for non-technical users to access.
The best conversion targets for a .XOML file are XML, TXT, or PDF. Converting to these text-based formats allows non-developers or project managers to read the workflow logic without needing specialized software. You will lose the ability to compile or execute the workflow, but you will successfully preserve the text-based logic for documentation purposes.
