These are proprietary binary files that contain localized strings for the software interface. You cannot convert these to standard text formats like DOCX or TXT; they must be loaded directly into the EST environment to function.
Legacy SPSS TableLook: For researchers and data analysts, a .TLO file is a legacy styling template used by IBM SPSS Statistics (versions 15 and earlier). It dictates the fonts, borders, and colors of output tables. Modern versions of SPSS have replaced this with the XML-based STT format.
