About RULES files
A .rules file is a configuration document primarily used to store conditional logic, system parameters, or data definitions. The most common use case is for Network Intrusion Detection Systems (NIDS) like Snort or Suricata, where the file contains plain-text signatures to identify malicious network traffic. Other distinct applications include XML-based business dictionaries for Oracle Business Rules, verification settings for Siemens EDA Calibre software, and game ship part definitions in Cosmoteer. While technically readable in source code editors like Notepad++, the .rules format suffers from extreme syntax fragmentation. A network security ruleset uses entirely different formatting than an Oracle XML dictionary or a video game script. This proprietary structuring makes these files difficult to parse in modern web environments, and they often lack standard encoding declarations, leading to formatting errors if opened in generic word processors. To overcome these limitations, converting the file is the most pragmatic solution. For web APIs and developer workflows, convert .rules to JSON or XML to ensure strict, readable data structuring. For data analysis and auditing, extract the internal logic into CSV. For archiving or sharing with non-technical compliance teams, convert to a static PDF.
Convert.Guru analyzes your RULES file, detects the exact format, and lets you read the text inside.
Users also converted RUL, SPADE, CVSIGNORE and FLEXRESP files.

The RULES Converter Story
The history of Convert.Guru began over 25 years ago in California with Tom Simondi’s file-format database. A former contributor to Space Shuttle development and a software pioneer of the 1980s, Simondi established a trusted resource for file type analysis that was even referenced by Microsoft Windows XP. Today, we use modern technology to process and convert thousands of file formats while continually improving our RULES converter.
