It was developed by Popspring for their legacy Windows application called Popnoggin, an educational program that overlaid pop-up quiz flashcards onto existing computer games. These files stored the raster graphics embedded within those flashcards.

Because Popnoggin was discontinued years ago, the format is now entirely obsolete and unsupported by modern operating systems or default image viewers like Windows Photos or Apple Preview. The proprietary wrapper surrounding the image data makes it notoriously difficult to open, locking users out of the original graphics.
