About CUL files
A .CUL file is a Windows Cursor Library, a specialized archive format used to bundle multiple Windows cursor images together for system customization. These files are primarily created by dedicated cursor editing software like Axialis CursorWorkshop, IcoFX, or the legacy IconForge application.
The major disadvantage of a .CUL file is its proprietary and closed nature. Under the hood, these libraries are essentially renamed 32-bit Windows DLL files that contain only raw cursor data and no executable code. Because of this technical structure, they are not supported by standard image viewers, modern operating systems natively (without a theme engine), or web browsers. This makes them extremely frustrating for users who simply want to view or use the cursor graphics contained within them.
If you need to use the cursors, the best conversion targets are extracting the library into individual CUR (static cursor) or ANI (animated cursor) files. For web and design use, converting the extracted frames to standard PNG images is highly recommended, though you will lose the animation and hot-spot metadata.
