About CTBL files
A .CTBL file typically serves as a Slicer Color Table in 3D Slicer, a free, open-source software platform used for medical image informatics and 3D visualization. These files map integer label values to specific RGB colors and human-readable names to render segmentations correctly. Alternatively, .CTBL is a file extension appended to user files heavily encrypted by the CTB-Locker (Curve-Torque-Bitcoin) ransomware.
Both versions of the format share severe disadvantages. Slicer color tables are specialized configuration files. They are completely proprietary to the medical imaging pipeline and unsupported by standard graphic editors. CTB-Locker files represent a much larger problem: they are your original data held hostage. They utilize Elliptic Curve Cryptography, making them impossible to open or convert without a unique private key.
Standard online converters will always fail to process these files. Slicer .CTBL files can sometimes be parsed into CSV or TXT to extract the raw RGB mapping values. Ransomware files cannot be converted in any traditional sense.
